Harbor Maintenance Fee (HMF)
A U.S. Customs fee on cargo arriving by ocean vessel at U.S. ports, charged at 0.125% of the cargo's declared value with no minimum or maximum. For example, a $100,000 shipment pays $125. It's paid by the importer of record at entry, alongside the MPF, and funds dredging and upkeep of U.S. harbors. It doesn't apply to air freight or to exports, and it can be recovered through duty drawback.
